Filming TV images(my own)-skipping the "lines"

I am trying to film a scene that will be played on a television, and then filming the playing television with that scene. I want the scene to look like the room is empty, and the tv has a "reflection" of the room. How can I shoot this in a way that gets rid of the "refresh" lines I call them, basically that bar that scrolls up the screen when shooting a tv image? Speed up/slow down film rate somehow?
