Editing like that in "How to Make it in America"

Hey guys,

I'm doing a very small commercial, which involves only still photographs for most of the part. I want my still images to have different time period in the video. For example, I want one image to be there only for a fraction of a second and other to be for two seconds.

I'm using Sony Vegas Pro and I'm unable to find an option which let me do this. It's not a stop motion, btw. There is only option which allows me to change the time period of images in the video. The problem is that it's not for individual photos. So, I'm stuck with same time period for every image.

Is there any option to do this?

I'm looking to achieve something like the intro of How to Make it in America.
