Early strategy? marketing?

I'm pre on my horror feature. (My 1st feature) My horror short got out there and was in 8 festivals. (2 awards).

I want to stay ahead of the curve so to speak. There are way too many fests out there right now. I think I submitted my short to close to 100. Can't do that this time around and thus have to be more effective. So what fests should I be looking at as targets for best shots at distribution? Also, what part does marketing play if any at this point as a unified strategy?
 
You must have had quite a budget (or found a lot of free festivals). I think I spent close to $400 submitting my last short to 12 festivals (got in to 1).

I'd focus on genre festivals. Best chance of getting accepted by a horror film, and best chance to get in front of horror distributors.
