Creating a Cartoon Effect

Hmmm... I don't know what to think of that idea.

Most movies and short films never use a cartoon effect, I've only seen it well done in a couple commercials.
If you want ridiculous characters to stick out, you should instead give them very vivid contrasting colors or makeup, so the viewer knows that they're not supposed to be boring and realistic.
You can do this with color correction (curves, saturation, etc.) and with different costumes.

I would say ditch the "cartoony" effect all together and just do that.
I guess you could either refilm it or re-edit it.

Creating "cartoon effect", like Scanner Darkly, or Waking Life is extremely lengthy and difficult work.
you d have to rotoscope each frame, draw a silhouete around the person, and hand draw their features, on top on your video layer. Then you remove your video layer, and you ll have cartoon version of your character.

Im not aware of any plugins that would make a cartoonish version of your video.
