Sure? If perhaps your film had some pro-smoking aspect to it? Just placement of the cigarettes I doubt will fund a whole movie... of course they'd have to be interested and they would most likely want the movie being made by a trusted studio for them to be giving money.
Officially, no. The 1998 Tobacco Master Settlement included a voluntary ban on paid tobacco placement in movies.
