You'll probably want to join a local film makers club or group.
Try Meetup, Facebook Groups, Google+ groups.
I joined the San Diego Film Consortium, and met about 100 eager actors (most willing to work for LO/NO) just to get resume builders. They left headshots on a table and I kept a few for future reference.
I also connected with the 48 Hour Film project (might be one in your city - Google it) - another great way to meet people interested in making short films.
Are you interested in acting in your own film? Are you writing a screenplay?
warning - since you are young, beware of pervs, and use Craigslist especially with caution
Does your school have a drama club, or production club of some kind? Go say hi
Volunteer on other peoples' projects. Earn favours to call in later. Get in the loop. Discover the art of networking. One hand washes the other, etc.
Have your script ready, when you start yappin' about it. If you've demonstarted that you're a cool cat and suddenly the dozen people on the film you've volunteered on are wanting to jump onto your film next... that ain't the time to start writing all those ideas down. Always be ready to move forward!
...and make your newbie mistakes on their films.
If your current set of friends don't dig filmmaking, there's nothing wrong with meeting new friends who do.
