editing anime studio...photo to cartoon?

I did this before but for the life of me cannot remember how I did it. I want to take a photo and turn it into a cartoon using Anime. I checked youtube but its mostly focused on photoshop techniques.

Erm I imagine it would require a significant amount of work, but I believe lots of anime backgrounds are watercolours or something similar.
They give the impression without requiring detail. Still a great art though, and hard to master.

So, if you took the photo and played with water colour effects it might set you on the right track.
