I understand that some festivals have premiere/exclusivity requirements, but for those that don't, is it a problem if your film is publicly available on, say, YouTube or Vimeo?

Check their FAQ or shoot them an email to see if is okay. I don't like to have my stuff on youtube if it's going to festivals, but you can put it up if you want.
As a general rule, I believe it is at least frowned upon, if not outright forbidden. I don't see why you can't upload a private, password-encrypted version, so that at least you can share it with just your friends and family.
