What movie is this?

I lost one of my hard drives and I can't remember any of the actors or dialogue to Google it, I think its set in Hong Kong, the guy guy flies his sister over and she ends up exotic dancing, he is involved with drugs and ends up getting shot by the police and dying in a bathroom stall, his spirit then leaves his body and he wisps around reliving the experience surrounding it through other people; it might be the strangest film I've ever seen... What is it?
