What Did I Do Wrong Here?

Video says not available on YT, but it sounds like you probably exported your video from your NLE in an interlaced format. It gets worse with movement?

Edit: Oh, it's MXF? I thought that was just for archiving, transfer & easy containering (if that's a real word) of various a/v files - not an actual file to watch. I dunno for sure.

I need to share it with a local TV studio so they can use it as B-roll when they interview me on Tuesday, and I didn't want to just dump the 27GB of unedited footage on them from this building dedication service, so I edited it in Premiere and now can't make it look good again. Both the source and the output are 29.97 fps, 1920x1080, and I used the AVC intra100 codec. The person who filmed the event used a panasonic, but I don't know exactly what he used. I set to render at maximum depth and maximum quality and still got weird line-y pixelation-y artifact-y stuff wherever there is movement in each shot.
