Tungsten balanced film in daylight? Filters?

From what I have seen on the second hand market, tungsten balanced film such is Fuji F250 or Kodak EXR 100T is more readily available and cheap.

I understand that in daylight you will need filters to make this film turn out ok. That is fine but is the quality the same as that of a film designed for daylight? Or does daylight film dominate tungsten balanced film with the correct filters?

Also anyone have an opinion on Ilford FP4+ 16mm film? I use FP4+ in my 35mm SLR it has nice results but I have no idea about the 16mm variant.
