The Detective Bureau--A short film idea

A (vague/undefined) government organization.
Investigative branch (that investigates... ?) is being shut down for the given reason.
Just as they're all about to pack up their bags and go home someone goes missing.
Co-worker/significant other/friend goes looking for him.

Perfect.

That's a fine Act I.

Act II, Part I: Learn stuff. Introduce additional characters (build a team) and elements (assemble the tools).

Act II, Part II: Problems develop within the team, concluding with a total FUBAR loss. The story's over. Unless...

ACT III: Solution! (Non deus ex machina, please) Build to outcome. Outcome achieved!

Very interesting...you could make it a feature. It's not going to be very high budget though, unless you add some special effects or unusual combat methods(eg: slow motion, etc.).
