story Story before meaning or vis versa?

Do you guys ever develop your stories first or the meaning behind those stories? For me, it just comes out simultaneously. I'll sit around and think about the World we live in and then almost instantly an idea pops in my head for how that could be reflected in a film.

What about you guys?

I'm inclined to agree with you solely for the reason that I can't really see a film being any good if it has a story without meaning (unless it's meant to be a comedy made purely for the jokes) . So yes, I develop story and meaning simultaneously.
