Should I Buy This Rig?

I'm currently on a low budget so the maximum I can spend on a rig is 300$

I currently shoot with JVC HM100, and in the future I plan to purchase a Canon 60D.
I need a rig that can be a shoulder mount but also can be tweaked.

The follow focus and Matte box aren't really important to me right now, the Grip Belt I guess it's important for stablization.

I'm a total Rigs\Stabilizer noob so feel free to explain to me whatever you think I should know

if matte and follow focus isnt important to u - then make one out of PVC pipes. you ll get same results, and will spend 10 bucks at the most.
this rig looks really fragile, has little to no weight to it, and uncomfortable.

look at all of expensive rigs , and u ll notice weight behind the shoulder. that will give you smoother results, to balance the whole thing out.

Isn't there another stabilizer you can buy that does the trick? I've seen all kinds of people talking about different rigs around the internet that are good for low budget. Making one out of PVC Pipes seems a bit too much DIY for me.

For around 25 bucks get the Cowboy studio rig. They're best bang for the buck.

You don't even need the third pipe cap, like in the video. Since you are using a DSLR, you won't even need that heavy of weights on the bottom. If a camera stabilizer is what you want. If you want a shoulder rig, then I don't know.
