Script after people found or before?

Hey guy and gals, I'm in a sticky situation right now I want to create a script/ideas for new films but
I'm torn between the idea of finding the actors first then building the story around the amount of people I have or should I just create the script and then find the people later. I feel torn because I don't know which one to choose, so I'm stuck not creating any script or ideas. HELP WOULD BE AWESOME!!!
 
If you're paying actors to act then you can write first and cast later.
If you're using friends and fellow enthusiasts then write based upon the emotive skill set they possess.

The same goes for locations: write for the locations you can afford, not the ones you can't.

Pie-in-the-sky writing is fine and dandy and all, but reality has this rather vulgar habit of smashing daydreams in the teeth.
