editing Premiere Elements/Premiere Pro

If I begin editing something in Elements, can I later import the whole project into Premiere Pro without losing anything?

Yes, you should be able to open the elements project file directly with premiere pro. In the event PPro has issues opening the file, you can use a workaround like the one explained here
