Premier Pro 720p To ntsc 4:3

okay i have premier pro and i am trying to convert the footage (720p) i have already imported to 4:3 ntsc progressive preferred any idea's and no i cannot re import

Is it imported in letterbox format? If so, just scale it to fill the 4:3 area, which will cut off the sides. You could even pan it around to reframe if needed. If it's squished into the 4:3 area, just stretch it back out.
