Order of pre-production

What do you guys recommend for order of pre-production? The following is my plan:

My film is planned to shoot at the end of April.

First, starting now, location scouting (10 locations, appr. 4 weeks to finish)

Then in one or two weeks, start crew and cast call (5 major roles and 15 minor roles, 4 weeks to finish)

Is it reasonable?
