NIKON R10 with a stuck Exposure Ring? Not sure. Help.

Hi gang, everything about my new (to me) Nikon R10 checks out, other than the Exposure dial or adjustment control. The milled ring is stuck in the 0 (normal) position and cannot seem to be moved in either direction. Is there a certain trick to moving it?

I'm stumped. Picture of part in question attached. The left (outer) dial is for film speed. That works fine. The inner ring is for exposure.

Press the button on the upper left of that picture, then try to turn the center dial (whilst holding it down)....

I miss my R10.

That didn't work when tried. However, after many many attempts it has started to move if I apply steady even pressure on opposite sides of the milled ring.
