Need to develop this shortfilm-idea, need help.

Hello there, I have a school project where I chose to make a short film (3-5 min) where I want to include visual effects, I have come up with this basic idea:

The film starts with a soldier chasing an escaped bandit (or something like that), in the very end the soldier catches the bandit, he can shoot him point blank range,b ut he decides to let him go. And then he tells his co-soldier or command center over radio that the enemy is elimininated.

So I want to further develop this idea into a manus I can work from, is the idea/story even good? Hehe..

How can the story move on? Why does he have to get chased down, how does he get caught, what happens? This is kinda my problem, I have this barrier where I don't know what to do with this. So I need your help

I see the shortfilm taking place in the forest and in an open field, just for your information.

- I do have one military costume one person can use.
- I have guns
- I have 4-5 actors

This is just my idea, feel free to come with completely new ones, but it should include some action with guns, that's what I like to make movies about.

I hope to get something to work on from you guys, I really need help in this project, thanks in advance.
 
Well, this is just coming from the top of my head, but why don't you start the movie by having these two characters run through the forest. You can see the main character, but you can't see who he's chasing until the end. And so basically, have the main character continually recollect past events as he chases this mystery man.

The past shots could tell a quick and cliche story about a guy who befriends someone in boot camp, but the camp could be something primitive and small, almost like its an underground terrorist training camp. Then have the story progress their friendship. Maybe have the friend save his life from some sort of "Project Mayhem" type shit in another primitive kind of makeshift post apacalyptic town (like they're carrying out a terrorist attack). Then, towards the end, have the main character find out that he's actually an android sent in by the new U.S government in a post WWIII era to infiltrate and destroy the terrorist group.

You can show this twist in the chase scene or something. I don't know. Like I said, this is literally off the top of my head. Its probably too complicated but it would be interesting to explore.

Basically, the real question you gotta ask yourself with this framework is, "how can I surprise the audience and not make it cliche?"
 
Okey so I have figured out a flashback type of thing would fit in, which will explain why he does not want to shoot the victim. Maybe they served together, or had a good relationship or something. Any other suggestions, does it sound good?
