I don't believe it's the case but I may be wrong.
I got it from Louise Levison's "Filmmakers and Financing", chapter 7. Several on this board have also said they make a little money, not a whole lot.
Well that doesn't translate to "losing money" for web based entertainment. 
Web based entertainment itself is making money. Maybe the people who license it out are the ones making less money, sure, but if those services weren't there I'm pretty sure many of those people would be pirating the stuff anyway.
