I've had several requests from film companies, etc. based in India to receive a copy of my short. Is it normal to send your script oversees, never to hear from the inquirer again? anyone?

Unrelated to film - I occasionally get requests from random Indian companies to "distribute" my software - but unlike every other legitimate reseller I have encountered - they always wind up asking for a "live" CD that is unlocked. Gosh, why would they want that?
