How do I volunteer on a set?

Contact a local film school, or try and meet anyone you know with connections to a studio or people in the industry... Although a studio is less likely to want volunteers

As Miles mentioned, you touch base with film schools.

Go to as many festivals and indie screenings as you can get to.

Depending on where you are in Ohio, there's a huge indie film scene... look for film festivals, attend them, introduce yourself to the filmmakers. Bring a card with your contact info on it. Let them know you'd like to be a PA on their next project... write it on the card.
