how long should footage intro be?

I have some opening scenes that build up to an actual happening scene, the issue is the actors are saying its too short, which is at 30 seconds long which i think is long enough considering the whole episode is 2 minutes long in total, they think the original cut which is more like 1 minute long was better, but i think its too long for such a short episode, theres not enough footage to keep a slow build up throughout the whole episode..

also in terms of marketing will anyone want to watch 1 minute of the same scenes just going through for a 2 minute video? i think not...

Are the opening scenes telling part of the story or just setting the stage?
 
Mmmm... I get annoyed by the 30 second intro of "My name is Oliver Queen" at the beginning of each Arrow episode... so yea... if you went a minute of intro for 2 min episodes... I'd most likely never consider it...
