I'm trying to explain how i expect the opening to be shot

INT. HOUSE - DARK

CLOSE UP SHOT OF THE TV, CAMERA IS SLOWLY ZOOMING OUT SHOWING THE OFF-AIR COLOR BARS WITH THE LONG TV-STATION OFF-AIR BEEP. THE CHANNEL TURNS FOUR MORE TIMES WITH A SHORT PAUSE BEFORE TURNING TO THE NEXT CHANNEL, BY THE FORTH CHANNEL, THE RIGHT ARM OF THE ACTOR IS NOW VISIBLE IN CAMERA ON THE ARM OF A RECLINER WITH TV REMOTE IN HAND. THE NEWS CASTER ON TV IS SHOWING AND DESCRIBING HOW VIOLENT THE MASS RIOT IS, THAN IN THE RIGHT CORNER OF THE TV SCREEN WHEN THE NEWS CASTER BACK IS TURNED AND POINTING AT A BURNING BUILDING YOU SEE A GUY THROW A MOLOTOV COCKTAIL AT THE NEWSCASTER AND CAMERA MAN. YOU HEAR THE CAMERA MAN YELL WATCH OUT AS THE MOLOTOV COCKTAIL HITS THE CAMERA KNOCKING IT TO THE GROUND WITH FIRE EVERY WHERE THAN THE STATION GOES OFF AIR AND THE ACTOR TURNS OFF THE TV.

You have a building you are going to burn down ? seriously..Picture in a picture type effect would do that. Create the video you want on the TV and place that into the vid of the TV in the room by means of masking / compositing. Just have to synch the size & position of the embedded vid to match the zoom out of the shot w/ actor in recliner.

maybe the burning building is unnecessary, maybe i can have the newscaster pointing at a group of rioters beating up on the cops?

There are two answers to this.

One, if you are not directing/producing this, you don't tell the Director how to do his job. You can suggest by how you describe and layout your script.

INT.  DARK HOUSE - NIGHT

On the television are the off-air color bars and tone.

An arm reaches forward with the remote control and the images on 
the channel flip four times before settling on the image of a newscaster.

ON TELEVISION SCREEN

About the NEWSCASTER (male, 40s) is a mass riot with a building 
burning in the background.  

                           NEWSCASTER
           Here in the midst of ...

In the distance a man hurls a molotov cocktail in the NEWSCASTER's 
direction.

                           CAMERAMAN (O.C.)
           Run!  Get out of ...

The camera falls to ground as 

LIVING ROOM

... fire erupts on the television screen and the channel goes to gray 
noise.

The arms stretches out with the remote and clicks off the television.

Two if you are the director, you can write it as a shooting script and put in your shots.

INT.  DARK HOUSE - NIGHT

CLOSE UP: 
On the television are the off-air color bars and tone

ZOOM OUT SLOW: 
images on the television flip channels four times 

OVER SHOULDER SHOT:
An arm reaches forward with the remote control before settling on 
the image of a newscaster.

ON TELEVISION SCREEN

A building burns in the background.  

MEDIUM SHOT:
A NEWSCASTER (male, 40s) is in the midst of a mass riot.  In the 
distance a man hurls a molotov cocktail in the NEWSCASTER's 
direction.

                           NEWSCASTER
           Here in the midst of ...

                           CAMERAMAN (O.C.)
           Run!  Get out of ...

DROP SHOT as the camera falls to ground
                                                                           CUT TO:

LIVING ROOM

PULL BACK:  from television
... fire erupts on the screen image and the channel goes to gray noise.

The arms stretches out with the remote and clicks off the television.

Or, since you'd be shooting it yourself, you can leave it just as you wrote it to remind yourself.
