How do I accomplish this effect?

You don't want to learn to do that. It is poorly done lighting and color correction. Just seems amateur. What I think your asking for is how someone gets the effect like in Get Carter. Am I right?
 
You can use a CURVES adjustment, turn down the red channel, up the blue channel and add some contrast to the Alpha channel.

Or use something like MAGIC BULLET software with a preset.

It's just color correction.
 
That video looks like they shot it in a darker room but in the video as B&W (gets the higher contrast, and slightly better night shooting look - most cameras will correct with less grain) then they did a slight "tint" to that colour. Thats how I would get that effect.
 
I use Composite Lab pro, you can get the effect in there by doing a simple color grade and then adding a grain filter...super easy! The program also comes with a huge list of stock filters that you can use and change. It's a little expensive, but it gives you a great deal of control over the image.
