HD wmv encoding - advice?

Okay, I use Premiere Pro to output a lot of my projects (mostly in HD now) to wmv, as that format allows me to play the videos on my xbox 360 to my 50inch 1080p TV. Here's the problem: When I export the footage which is hdv format (1440x1080i) to either 720p or 1080p, there's like, trailing behind the motion or something, I don't know how to explain it, take a look here. I have tried setting the bitrate to the highest (10,000kbps), and have tried setting it to VBR ranging from 6,000kbps-10,000kbps. I also pump the peak video buffer size to 100 (not that I know what this is), and have tried lowering it, still no difference.

Should I output to another format first and use windows media encoder to encode to wmv? Any thoughts?
