Giving this idea purpose?

I don't know if 'purpose' is the right word but I've had an idea for a short film, which is about a person interrogating a serial killer.
I just feel like it needs, for want of a better word, motivation. I had the idea of it being him/her asking the serial killer questions and other parts of the story (i.e the killings, or, since I have no budget to film killings, get blood effects etc. the moments leading up to them) are told via flashbacks.
But I feel like something is missing from it and I'm not entirely sure what.
I know what the ending to be that the killer somehow has an effect on his interrogator. Although I'm not entirely sure how I'd do that. Ideas?

Season 5 of Dexter is good when Dexter meets the cult of serial killers and their leader who encourages his followers if they see something they want, "Take it!"



Dexter talking with his sister, Debbie is good when she asks him if he believes if there are some people who deserve to die. That's the code Dexter lives by. Someone has to earn the right to end up on his table.

"Portrait Of A Serail Killer: The Daniel Ray Hawkings Story" by HBO is available on DVD. If you're a cop interogating Mr. Hawkings, he'll tell you where to find another body of one of his victims for a milk shake and a burger. When he tells the cops about his screwed up childhood, it's priceless.

That should be enough inspiration.
 
In Dirty Harry, the killer has kidnapped a young girl, and she's missing. Harry doesn't know what has happened to her, and he must get the killer to give the information.

In Harry's case, well you can see the movie.

in your case, it could be a battle of wits with that lingering in the background.
