Does anyone understand how this works?

If you say you only want to pay $50 for the lifetime budget, is that all they can charge you?
 
I would look at these numbers and announce failure. But, it's actually picked up in a day. Plus, I have no idea what they really mean.

I know impression is the ad on someone's page.

A click means someone clicked on your ad.

An action probably means they became a fan.

2/21 22,000 imp (5 clicks) 1 fan
2/22 2.300 imp (4 clicks) 1 fan
2/23 4,900 imp (3 clicks) 2 fans

It has 6 new fans, so two of them might have been suggested by one of the four. If it continues like this, Leading Lady might have a hundred fans before I die.

The nagative thing about Facebook is its size and the potential dispersion of your ad, but the positive side of it is that is extremely targetable. Choose a niche target group and your ROI will be much higher.
Smaller and more define is your target better response you will have to your ad.

Also remember that simple word changes can make a huge difference in response. You should try running 4-5 different ads and keeping track of which ones get the best response. Then take the top performers and run a few minor variations to see if you can improve it. Do all this with small amounts of money, only spend more when you're confident you've found the most effective ad.

The other interesting thing is they give you a lot of room to point it where you want it pointed, and it shows you the amount of people likely to maybe be interested in it.

I dunno, I signed up, they gave me $50 in credit, never got a single click. I suppose I could blame that on the movie, or the tagline, but yeah, they never charged me anything without a click. So they're honest if that's what you're asking.
