editing exported video doesn't have a true black background

Hi I'm exporting video H264 MP4 from premiere cc... when i view the processed file on youtube the background isn't "true black". when i play it within the premiere or use WMP it IS true black. Check it out...

Other videos on youtube show up with a 100% black background.

This is a pretty weird problem, but significant for my project. No one was really able to help on Adobe forums: https://forums.adobe.com/thread/1958946?start=0&tstart=0
