Does the Budget includes the Film Festival fees?

Hello All:

I have made two short films so far. I submitted my movie information to IMDB. My budget on second short film was $ 14,000 and I spent almost $ 1,000 for the film festivals and the press kit. So, in IMDB Budget section, do I enter $ 14,000 as budget or $ 15,000 as budget?

Does the budget includes the film festival fees and the press kit fees?

PS: For Avatar, I know that movie budget was 240 MM and marketing was almost 200 MM but in IMDB section, only 240 MM was entered.
