For something like this, you're going to need software along the lines of After Effects, or Motion, or something that allows you to create and render particle effects, as well as a plug-in that allows you to manipulate particles like they're suspended in a fluid. Trapcode Particular by Red Giant should have everything you need. Create the variety of particles that you're looking for, and keyframe the location of the producer so that it swings back and forth at the desired intervals. Then apply a linear wipe effect with a mild feather and time it so that the texxt wipe in or out as desired underneath the particles. That should be about it.
