Bored me to death. They completely threw the 3-act arc out of the window.
There is no protagonist! There are something like 12 almost-kind-of protagonists, but not one of them follows any sort of character arc. Characters are introduced, then never heard from again, and it keeps happening. What's more, the story doesn't build to any kind of climactic resolution. Instead it is nothing more than a dramatized procedural check-list of how a major epidemic could impact our nation, and how our government might react.
There is no real drama, no tension, no nothing. This is nothing more than a well-written, well-acted version of something you'd see on the Discovery Channel. It's not a real movie.
