editing Colour Levels in post-production

Hey,
Just a question, is it a standard in all editing programs (Sony Vegas, After-Effects, etc) that they have options for editing color levels? Say I wanted my footage to have an orange tint to it, am I able to do this in these programs post-production?

Yes, the Programs you mentioned have Color Correction functionality. However, After Effects isn't an editing program but rather a compositing and motion graphics program. It still does good color correction though.
