I think I've built a free site using pretty much every popular free website building tool.
Wix is cool, but flash sites take more time to load for some, and they're not supported on iphones so I'm not really interested.
Weebly is a good choice; so is Webs.com. Oh yeah, wordpress if pretty great, if not the best of the pack.
I use their free subdomains, but if I ever created a real site with a real domain, I'd probably use squarespace; fantastic customizing options, good support; and great features.
If you're a cheap bastard like me, you can try free domains like dot.tk, .co.nr; .co.cc; /co.tv
.co.tv comes with a sitebuilding tool which is frustrating to use sometimes, but it works.
