tv-writing Act Structure for Television

When writing a serialized teleplay—or rather when outlining seasons and such:

Does act structure apply just to the episode, or the season, or both, or the whole series?

Puzzling... any thoughts or article links appreciated
 
Series like The A-Team, Law & Order have their emphasise on episodes, while series like Game of Thrones have the episodes, seasons and complete series to consider.

So I guess it depends whether you want an old school series where missing an episode is no big deal or a new school series that make people binge.
