I have an idea for a found footage movie that would be most practical for me to shoot on a camera phone. Arre there any apps for any camera brands that will allow me to shoot 4K DCI?

Filmic Pro will let you shoot 4K in many aspect ratios and gives you manual control over exposure and focus.
You'd have to look at the aspect ratios and see. But it's not difficult to fit the footage into a 4K DCI frame if that's what your NLE timeline is set to. I do know that you can "crop" the footage to whatever aspect ratio you select in the app.
