Also, try and build a good relationship with the band. Don't just do music videos. Film them at concerts, take band photos, or whatever. That way if they become successful, then chances are they'll come back to you to make another, professional video. If you get...
I don't know if they'll take action against you, but think about it. You're FILMING people doing something that's (unfortunately) illegal. Film could be used as evidence for the authorities. I don't think these people you want to film would want to have that risk. But you're in LA, right? As in...
This will sound crazy, but I moved from California to New England to start film making. California's expensive it can be hard to get noticed. Who knows? It might be easier to get in from the outside away from the hell that's hollywood. And if I'm wrong I can always move back.
Prizes are the usual for festivals: cash, software, equipment, etc. It's in New Hampshire, so it's not as prestigious as Sundance, Cannes, Toronto, or Teluride, but it is a mid level festival, so it may attract some execs.

I guess it depends on what you want to say about your character. Is the shark on the jacket significant to the plot, like a biker gang or something? If it is, then yeah I'd mention it. If not, I'd stick with simply muscle t-shirt. I find it best to not describe clothing unless it reveals...
Let the audience draw their own conclusions. Show, don't tell. For me when movies, or any artistic medium, gets too preachy or in your face it really turns me away.
