My feature has something kind of like this... The film starts out with some "home footage" shots that are in 16:9, but shrunken down smaller so they don't fill the whole screen, then it snaps into the full 16:9 frame once the home footage is over and the real movie begins.

I don't know any off the top of my head besides Creative District. The problem is grants for short films are very rare since most filmmakers can and should fund their own shorts.

Out of the cameras he listed, the pocket cam, but if he can get a bigger budget or hire an experienced cinematographer, go with RED or Alexa. I thought I made that clear already :P
