    You're on the right track. What you will want to do is shoot the shot (I presume it's a close up?) and also shoot some flames against black. You would then use a lumakey to remove the black background and composite the fire over the eyes. Of course, you would have to resize the fire clip...

    DVX100AP (24fps) and iMovie HD

    You can shoot 24p Normal and edit it in a 60i timeline. Works quite well if you can't work with 24pA and gives the same motion rendering.

    This would be a fairly easy effect to pull off in After Effects. Simply track the eyes and use a bulge/warp/distort type filter.
