Everything that goes in the script and on the screen should develop either the plot or characters (or both) in some way. If it doesn't advance the plot, then a fight scene should reveal something new about a character's current state of mind (which can be in constant flux throughout a movie)...

I think politics as an institution is probably better served by TV than movies (and it has been recently - The West Wing, Veep, House of Cards just for the US executive branch, for example). Any attempt to condense such labyrinthine machinations into two hours is going to cut a lot of corners...

He's conducting a 'black op' tailing potential people of interest - it is actually far more plausible for him to go fully incognito (gloves, disguise, unregistered gun etc) in that context than for him to get involved in an impromptu shootout and then clean the scene scientifically. He's a cop...

As I've been thinking about this idea for years, I agree :) Done properly, it could be as iconic as the Wayne's World Bohemian Rhapsody scene, but completely silent :) What song are you planning to (not) use for that scene?

Because if he finds himself carrying out an off-book operation that could get him in trouble if identified, and also potentially needs a weapon to carry out that operation, then if he's got any sense whatsoever, he would carry an untraceable firearm on that operation, not the one that leads...

So are you writing all the songs too? I am in awe of you if so :) After trying my hand at songwriting and screenwriting, having to do both concurrently is a mindset I don't think I could occupy for a feature-length duration!
