In Premiere pro go to:
Effect/video transitions/Dissolve/Additive Dissolve
Apply the effect between two clips and adjust to your liking :)

I made a quick LUT for you. You have to make sure that your clip are correct whitebalanced before applying it. And then adjust to your liking :)
